The only real advantage of the Annual Sale is it offers the lowest room rate at many hotels. But generally only a few dollars lower than the regular advance purchase rate. And the Annual Sale rate is not lower than the Advance Purchase rate at some hotels.

Analysis of IHG promotions for my hotel travel
IHG Annual Sale offer is practical for me in the short-term as a good value to combine slightly lower room rates, even if only $3 or $4 than I had seen for advance purchase rates at California hotels I wanted to book in November to fulfill my IHG Rewards Club Double Points + Accelerate-like task offer.

My plan is book 3 hotel nights in 3 different IHG brands in 3 different California cities for $250 all-in after tax and earn 38,400 bonus points with my targeted task. And 2x points for $220 in base spend. Double points promotion will earn around 4,900 points for my stays with Platinum elite bonus points.
My $250 in spend for 3 hotel nights should earn about 43,000 points in November 2018.
In January 2019, I have an IHG reservation for a 2-night stay at a 20,000 points hotel in Europe. My booking will cost 36,000 points after my IHG Mastercard rebate of 10%. The published rate for the IHG hotel in Europe is $380 for the stay.
$250 in spend for 3 IHG hotel nights in California earns 43,000 points and 36,000 points buys 2 nights at an IHG hotel in Europe with a published rate of $380.
My total spend for 5 hotel nights is $250 or $50 per night. I will end up with a net gain of 7,000 IHG Rewards Club points and possibly a couple thousand more points with potential IHG Platinum Amenity welcome points.
