I can confirm for a couple of hotels in Bratislava and Krakow these Dream Deals rates are lowest advance purchase prepaid rates I have seen since watching rates for several months.
Club Carlson hotels are part of my plans for travel during this Dec-Jan period. I actually booked slightly lower rates at a couple of hotels compared to this sale, but I booked Club Carlson 4-for-2 night rates available only to Club Carlson Gold and Concierge members with two free weekend nights to get that lower rate.
The other factor that makes these Dream Deals rates especially good for U.S. travelers is the recent devaluation of the Euro relative to U.S. Dollar, today at 1 EUR = $1.06 USD. Compare this to exchange rates November 2009 when it was $1.50 USD for 1 EUR. Air fare is substantially less in 2016/17 than 2009 and there are plenty of lodging deals to be found.

Dream Deals 30% off rate is an advance purchase, prepaid nonrefundable room rate. That is a restriction I avoid whenever possible, but these rates can lock in some very low hotel rate deals. Advantage of Dream Deals rates compared to lower 4-for-2 rates is option to book one-night stays at big discount and earn 2,500 bonus points per stay.
Big advantage of Club Carlson 4-for-2 rates for elite members is flexible cancellation policy. Club Carlson Visa members are automatically Gold elite and eligible for these rates at hotels in Europe, Middle East and Africa. I have rebooked hotels several times when rates drop.
The limitation of Club Carlson 2-for-1 and 4-for-2 nights is you must stay 2 or 4 nights with a weekend. Monday and Tuesday are never available for hotels in Europe using those rates. These Dream Deals are offered on every night of the week.
