American Airlines has low fares to Frankfurt and Munich from both Washington Dulles IAD and Washington National DCA for travel from Sep-March. Lowest fares to Frankfurt are $577 round trip for departures from DCA in Sep-Oct and they rise to around $606-$617, until April when they drop to $577 again. Fares to Munich are $611 to $661 round trip in Sep-Dec, then drop to $595-$611 round trip Jan-April, however, all the tickets I checked for $591 fare required a two stop inbound flying Munich to Philadelphia to Chicago to DCA. Unless you want EQM, there are far better itineraries flying one-stop via PHL.

Icelandair does not charge for carry-on or two checked bags, or seat assignments, and you can schedule a free stopover in Iceland online.
