The SPG35B rate includes either full breakfast for two or a food and beverage credit and 500 bonus Starpoints per stay. The rate is stated as 35% off rack rate. Hotels I checked showed this rate to be equal to or even less than the Best Flexible Rate, although some hotels also offered prepaid, nonrefundable rates at 20% to 30% less.
Arrival must be Thursday, Friday or Saturday, except for resort and select hotels allowing arrival any day of week.

Extra $16 earns 500 bonus Starpoints and breakfast for two. The cancellation policy is more flexible with SPG35B rate. The bonus 500 Starpoints are worth about $16 based on the regular sell rate of points at $35 or periodic discount rate of $28.
For this hotel the deal is a good deal if needing the breakfast for two persons.

This looks to be a decent Starwood special rate offer deal for hotels where you might be planning to stay anyway if you need the breakfast benefit and the rate difference is small enough to make this rate worthwhile.
