Hotels I checked did not charge higher rates compared to Best Available Rate (BAR) and this rate was possible to cancel after booking with no penalty.

Marriott Rewards category 1 hotels start at 7,500 points. I stayed in a very nice Fairfield Inn Tehachapi, California last year on a road trip drive from Las Vegas to Monterey. Marriott still has plenty of category 1 hotels around the USA with 187 hotels.
